Overview

Credence Management Solutions, LLC (Credence) is seeking a Financial Management Analyst to support the Defense Logistics Agency (DLA), Procurement Integrated Enterprise Environment (PIEE). This role with the Credence Management Solutions Financial Management Team supports the Defense Logistics Agency's Program Management Office (PMO) for several major applications.

Responsibilities include, but are not limited to the duties listed below
    The Analyst shall assist in providing financial budget and cost support services to the PMO in all aspects of the programming, planning, budgeting, and execution (PPBE) processes with the refinement and tracking of cost data and provision of budget and financial analysis. The contractor shall assist in providing support for updating of financial program reports and support the government lead with the preparation of presentations and staffing of financial documents and analysis.
  • Supports COR, in monitoring and assessing of PIEE System Integrators/Hosting contractual compliance. Assist the COR in Quality Assurance by reviewing associated CDRLs and contract deliverables to assess contract performance in the areas of quality, schedule, budget, and management.
  • Assist in the execution of the Program's budget through the creation/maintenance of spend plans, requisitions, and their supporting documents.
  • Assist in coordinating financial data with appropriate Government officials, such as Business Financial Managers, Program Managers, Contract Managers, Contracting Officers, and Contracting Specialists.
  • Will proactively analyze large amounts of financial and contract data to report to leadership any patterns or metrics which would need to be corrected.
  • Will provide data analytic support.
  • Will produce recurring and ad-hoc reports to present to varying levels of leadership.
  • Will Contribute to the maintenance of current resources to support the day-to-day mission activities.
  • Assist in developing program and budget documentation, and forecasting future requirements as they relate to Contracts, Service Level Agreements (SLA), and Plan Of Action and Milestones (POAM).
  • Assist in preparing program plans, presentations, and budget documents for the PMO. These plans will be drafted per direction/guidance from the government lead/PMO leadership.
  • Support PMO with internal/external audit requests.
  • Maintain accurate program-wide and package-specific procurement related metrics and data.
  • Support Cost Analysis, Total Ownership Costs (TOC), Risk Management, and Earned Value Management (EVM) processes and procedures.
  • Support Accountable Receipt Official (ARO) with preparing Billing Packages.
  • Utilize efficient and effective industry accepted/established standards to develop Investment documents (i.e., Affordability Assessment, Analysis of Alternatives (AoA)), government estimates, cost models, lifecycle, and period estimates, as well as conduct market research.
  • Participate in meetings, conference calls, and IPRs, as needed.
  • Prepare/Track requirement packages from inception through contract award and ensure each milestone and associated documents are met in a timely manner for all requirements.
  • Maintain accurate program-wide and package-specific procurement related metrics and data.
  • Assist the contract/government lead andPMO leadership in Working Capital Funds/Service Level Bill (SLB) documentation.
  • Update, reconcile, and/or maintain budget, cost-related spreadsheets, and reports on behalf of the PIEE PMO PM and making them available to upon request.
  • Provide budget assistance by routing and following up with monthly, quarterly and annual reports.\
  • Verify all required information is included and accurate, on funding documents (e.g. Military Interdepartmental Purchase Request (MIPR), and Funding Document Request (FDR).
  • Follow up on actions required regarding acquisition planning, budget, cost and schedules.
  • Communicate funding needs and limits, cost-related issues, concerns, and requests to required/appropriate entities.
  • Assist with preparing financial reporting, draft program plans, presentations, and budget documents for the PMO such as the Program Budget Review (PBR), SNAP-IT. These plans will be drafted per government directions and require government approval.
  • Provide support for financial programming, tracking, execution, and accounting.
  • Ensures, associated Service Agreements are reviewed, updated, staffed, and maintained. This includes creation, coordination, staffing/routing and closing of the 7600.
  • Support the PMO with the use of The Bureau of the Fiscal Service G-Invoicing System to complete Intra-governmental transfers (IGT) Buy/Sell transactions.
Education, Requirements and Qualifications
  • Ability to obtain a secret clearance is required.
  • Bachelor's degree in Computer Science, IT, or related field is required.
  • Certified Defense Financial Manager (CDFM) or Defense Acquisition Workforce Improvement Act (DAWIA) Level I certification is required.
