Job Description

Job Summary
Supports cost reporting and analysis, budgeting, forecasting and administrative cost controllership for the Federal Employee Program (FEP). Provides management with technical reporting, in depth financial analysis, consulting support and resolution of issues for cost accounting, reporting and compliance related to the Federal Employee Program (FEP).

What You Will Be Doing:

  • Responsible for timely and accurate completion of periodic cost reporting, compliant with federal and BCBSA regulations. Performs controllership, financial analysis and variance reporting of FEP allocated administrative expense. Prepares assigned cost reporting and analysis. Supports periodic cost filings to FEP Director's Office and fiscal/annual certification process for FEP program.
  • Serves as subject matter expert on FEP Administrative guidelines, Federal Acquisition Regulation (FAR) and FEP program processes.
  • Supports the development, reporting and analysis of administrative expense annual budgets and periodic forecasts for FEP reimbursable expenses. Develops and maintains related financial planning models and prepares schedules and adjustments for assigned expense and functional categories. Adheres to Corporate Planning and FEP workplans to meet planning objectives and established deadlines.
  • Conducts financial analysis using business and financial modeling, supports development of leadership reporting material and provides business insight into drivers of variances for assigned administrative expense categories and functional areas.
  • Supports audit activities and ensures timely preparation of accurate and complete audit materials.
  • Partners with Financial Systems to develop and maintain key controls, reporting structures, business rules and reports for FEP cost reporting application.

* Performs ad-hoc analysis and serves as subject matter expert for projects.

* Continuously improves processes, develop efficiencies, and collaborates to resolve issues.

What You Must Have:

  • Bachelor's degree in accounting or finance
  • 3+ years of related work experience, including but not limited to financial analysis and reporting, cost accounting, forecasting, and budgeting, account reconcilements.
  • Experience with financial systems and complex data reporting models, including PeopleSoft Financials and Oracle/Hyperion (SmartView, Essbase, Planning, Reporting)
  • Intermediate Excel (moderate complexity formulas, database functions, pivot tables) skills
  • Analytical and technical skills to manipulate data, perform research, recognize trends, and solve problems.
  • Attention to detail and effective communication and presentation skills.
  • Experience working collaboratively with cross- functional teams.

What We Would Prefer You Have:

  • Health or insurance industry experience.
  • Experience supporting financial analysis, planning, and reporting for government contracted programs. Working knowledge of Federal Acquisition Regulation (FAR).

General Physical Demands
Sedentary work: Exerting up to 10 pounds of force occasionally to move objects. Jobs are sedentary if traversing activities are required only occasionally.

Typical Annualized/Budgeted Hiring Range: $57,200 - $68,000

Annualized Salary Range: $57,200 - $93,000


Final pay will be determined with consideration of market competitiveness, internal equity, and the job-related knowledge, skills, training, and experience you bring.
