Job Summary

Performs complex activities in support of the administration, development, and implementation of the employee and labor relations program and policies. Conducts investigations of allegations of employee misconduct, and violations of university policies and procedures. Works with colleagues and appropriate department leaders to track and maintain the flow of employee concerns initial complaint to investigation and the final disposition action, ensuring the timely delivery of investigation summaries and recommended action(s). Engages appropriate parties to resolve escalated employee relations concerns. Assists in coaching and training employees and managers on such topics as employee relations, personnel policies, and the investigative, etc., as needed

  • Manages a load of employee relations cases by providing staff (managers, supervisor, employees, and leaders) with coaching and counseling while ensuring consistent application and interpretation of university policies, practices, and procedures.
  • Conducts and finalizes internal investigations of allegations of employee misconduct to determine if a university policy and procedures, and/or any part of applicable Collective Bargaining Agreement has been violated. Reports findings and provides best course of action to resolve issue(s).
  • Conducts multiple thorough, fair, and timely reviews and assessments of complex employee relations issues including facilitating appropriate intake meetings, background research, interviews, and de-brief meetings with appropriate partners.
  • Gathers and analyzes information/research in support internal investigations to determine if a violation occurred. Reports findings to the ELR Director or Assistant Director and provides possible solutions to resolve matters.
  • Prepares and finalizes appropriate actions which are clearly and well written with appropriate presentation of facts, analysis, and conclusions, and in accordance with FIU policies, procedures, and applicable bargaining agreements.
  • Ensures compliance with applicable employment laws, university's policies and procedures, and the University's various collective bargaining agreements. Administers and interprets policies and agreements for management and staff.
  • Responsible for the maintenance of the Employee & Labor Relations (ELR) tracking system and ELR employee files for assigned caseloads.
  • Acts as a lead specialist in assigned areas to review disciplinary actions including written reprimands, suspensions, pay sanctions, and terminations. Provides recommendations for complex resolution of problems.
  • Responds to information requests with the highest level of confidentiality; provides support to university administrators, managers, and supervisors in areas of contact administration, grievances, discipline, and performance management.
  • Ensures the appropriate and consistent application of approved policies, practices, and contracts.
  • Facilitates exit interviews in a timely manner and provide monthly reports of the analysis of employee responses in areas which demonstrate patterns and require immediate attention by ELR, such as high employee turnover, problems with supervisor, and or unfavorable working environment.
  • Assists the University's bargaining team during labor negotiations with assigned employee Union. Participates in negotiating, administering, and ensuring compliance with provisions of the collective bargaining agreement.
  • Provides administrative support in the processing of Nepotism, Conflict of Interest/Outside Activity Disclosures, and Flexible Work Arrangements as assigned and follows through with any necessary action to resolve conflict, and with the expiration of approved arrangements.
Minimum Qualifications
  • Bachelor's degree in a related field and five (5) years of HR experience or Master's degree and three (3) years of HR experience.
Desired Qualifications
  • Experience with collective bargaining.
  • A thorough understanding of federal and state labor laws.
  • Experience in conducting workplace investigations.
