Position Title: Director of HR Relations and Compliance

Job Class: Administrative - Professional

Department: Human Resources

Report To: Chief Human Resources and Talent Officer

FLSA : Exempt

Salary Range: $76,296.54 - $92,509.56

Overview:

We are seeking an experienced and dynamic professional for the role of Director of HR Relations and Compliance. This position reports directly to the Chief Human Resource and Talent Officer and involves oversight of crucial HR functions including Employee Relations, Labor Relations, EEO (Equal Employment Opportunity), Title IX, and overall HR Compliance. This person will also assist in handling inquiries and escalated issues within the human resources department.

Responsibilities:

  1. Employee Relations:
  • Develop and implement employee relations strategies that foster a positive and collaborative work environment.
  • Handle complex employee relations matters, investigations, and conflict resolution.
  • Provide guidance and support to management and employees on HR policies and procedures.
  1. Labor Relations:
  • Oversee labor relations activities, ensuring compliance with labor laws and regulations.
  • Collaborate with leadership to negotiate and administer collective bargaining agreements.
  • Address and resolve labor disputes, grievances, and related issues.
  1. EEO (Equal Employment Opportunity) and Title IX:
  • Ensure compliance with EEO laws and regulations, promoting a diverse and inclusive workplace.
  • Oversee Title IX compliance efforts, including training, reporting, and investigations.
  • Collaborate with the Title IX and EEO Officer to address concerns and promote a discrimination-free workplace.
  1. HR Compliance:
  • Develop, implement, and monitor HR policies and procedures to ensure compliance with federal, state, and local regulations.
  • Conduct regular audits to assess and address compliance risks.
  • Stay abreast of changes in employment laws and regulations, implementing necessary updates.
  • Other duties as required

Supervisory Responsibilities:

  • Supervise the Title IX and EEO Officer and the Employee/Labor Relations Partner.
  • Provide leadership, guidance, and support to the team.
  • Collaborate with HR Relations and Compliance team to ensure efficient day-to-day operations.

Qualifications:

  • Bachelor's degree in human resources, Business Administration, or related field; master's degree preferred.
  • Extensive experience in HR leadership roles, with at least 3 years of experience with Employee Relations, Labor Relations, EEO, Title IX, or HR Compliance.
  • Strong knowledge of federal, state, and local employment laws and regulations.
  • Proven experience in handling sensitive HR matters, investigations, and conflict resolution.
  • Excellent communication, negotiation, and interpersonal skills.
  • State or college work experience background preferred
  • SHRM-CP/SHRM-SCP or PHR/SPHR desired.

Physical:

  • Positions in this class typically require: reaching, standing, walking, grasping, feeling, talking, hearing, seeing and repetitive motions.
  • Position may require traveling to multiple campus locations for meetings.
  • Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Manages the goals and objectives of a team of Human Resources personnel who are providing services including employee relations programs and investigations, training and development program(s) development and implementation, performance management program(s) development and implementation, and ensures compliance with internal and external regulations. This includes relevant outsourced vendors or consultants.

Provides recommendations and analysis of human resource policies, practices, and work rules for employees, supervisors, and applicants.

Compiles, organizes, and analyzes a variety of data; tracks human resource metrics; creates reports; and recommends changes to policies, procedures, compensation, and/or benefit levels; maintains related records.

Recommends program changes, developing program plans, coordinating programs, implementing solutions, preparing annual projections, and recommending vendors.

Monitors and tracks departmental budget; approves transfers, invoices, purchase orders, and ensures compliance with objectives and goals.

Supervise staff to include: prioritizing and assigning work; conducting regular performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; recommending and advising staff on effective strategies to meet staffing and organizational goals; and making hiring, termination, and disciplinary recommendations.
