Job Summary

Implements and advances the department's environmental programs and supporting systems, for all campus locations, in accordance with local, state and federal regulations and industry standards.

  • Identifies, evaluates, recommends and implements University policies, departmental work procedures and industry best practices to assure awareness of compliance with air, water, waste management, tanks, oil, general pollution prevention & related environmental requirements.
  • Responsible for the long-term planning for renewal of stormwater, industrial waste, air, above ground storage tanks, oil use, lakes, and grease trap system operating permits, system improvements, and operational changes to maintain and enhance regulatory compliance.
  • Manages, communicates and maintains appropriate quality control systems to inspect, monitor, assess and guide the actions of University operations staff, including University building and project managers, lab personnel, contractors, and others, on the various aspects of environmental compliance relevant to University operations.
  • Coordinates with environmental regulatory agencies to assure compliance, implementation of corrective action plans, and tracking and reporting to sustain regulatory compliance. Provides timely notification to the supervisor and/or director regarding conditions of non-conformance/compliance.
  • Manages permit tracking, monitoring, renewal and reporting programs to assure regulatory compliance, and provides corrective actions.
  • Prepares and submits regulatory reports and documents; assists the office with the preparation of regulatory reports using various applications and database programs.
  • Participates as a member of the 24-hour Emergency Response Team and meets obligations to respond to environmental or chemical contamination emergencies during non-business hours.
  • Conducts facility inspections/evaluations and recommends action plans on corrective measures related to the enhancement of regulatory compliance regarding erosion and sediment, storm water management, illicit discharge, and permit programs.
  • Assists with indoor air quality assessment requests.
  • Investigates reports/claims pertaining to potential sources of pollution, suspected violations of pollution control regulations and issues violations with corrective actions is accordance with FIU policy.
  • Contract services with approved vendors for extraction, testing, analysis of water or soil samples as required or requested. Coordinate with Facilities Management to provide corrective actions as necessary.
  • Provides support to the University as it relates to new processes/research requiring new environmental controls, permits, etc.
  • Responsible for Stormwater Pollution Prevention Plan (SWPPP) compliance, including EPA Notice of Intent/Termination filings, SWPPP preparation and implementation, auditing, record-keeping and reporting, and corrective action implementation.
  • Conducts trainings and workshops for FIU businesses and members of the community on stormwater, grease trap systems, and air emissions compliance as required.
  • Coordinates events with the University Community to promote community outreach and education on environmental compliance.
  • Reviews construction site plans to ensure compliance with environmental regulatory requirements.
Minimum Qualifications
  • Associate's degree and 2 years of relevant experience.
Desired Qualifications
  • Professional Environmental Certification highly preferred, including one or more of the following: CHMM, CET, REA, etc.
  • Experience creating and preparing Tier II reports.
  • Knowledge of state and federal regulatory policies and procedures regarding environmental compliance, including the Clean Air Act, Spill Prevention Control and Countermeasure Planning (SPCC), National Pollutant Discharge Elimination System (NPDES) permits.
  • Environment, Health, and Safety related experience.
