Job Description

The general scope of the position is to provide branch-level operations leadership to a team of DCS employees at the USRL. This includes employee supervision (annual evaluations, leave administration, timekeeping, bonuses and hiring), security clearance monitoring, laboratory testing plans and schedules, project tracking and documentation, system test documentation and assessment, resource coordination and tracking, F-35 analysis and investigation, program security support, and life cycle support. Essential Job Functions:

Responsible for managing Task Order direct work, responsible to make immediate technical and staff allocation decisions necessary to ensure responsiveness to the customer.

Provide direct supervision of the technical staff, hire staff members and assign staff within the Task Order to meet tasking requirements related to administration/technical support, data, analysis, laboratory and programmatic support.

Coordinate with fellow DCS Managers to ensure coordinated communications and seamless support for the customer across the Team.

Serve in an advisory capacity to senior-level Government and contractor policy-making personnel on programmatic issues, technical/systems engineering support, investigate complex technical/management issues associated with USRL work, identify issues with potential impact, and assist in the development of problem resolution strategies.

Participates in the development of technical project plans, proposals, reports, schedules and task order and administrative reporting.

Update and maintain the master production schedule.

Conducts planning and provides recommendations to client on task workload.

Coordinates risk tracking process.

Attends customer meetings and may serve as client liaison.

Interacts with agencies and other client staff and stakeholders.

Facilitate scheduled client meetings.

Required Skills:

Due to the sensitivity of customer requirements, U.S. Citizenship is required.

Active DoD Secret level security clearance; ability to maintain clearance during employment.

Bachelors degree in technical or management related curriculum from an accredited university / branch of service, plus 6 + years of relevant Project Management experience.

Management experience dealing with multiple, simultaneous systems engineering tasks.

Familiar with the systems and the functionality of US Reprogramming Lab USRL.

Accustomed to interfacing with contractors and US Government personnel.

Proficiency with MS Project, MS Excel, MS PowerPoint, MS Teams and SharePoint.

Excellent team leadership, communication, and collaboration skills.

Desired Skills:

Experience hiring contractors in the task order environment.

Completion of applicable DCS manager training.
